An electron is at its excited state whenever its energy level is higher than its corresponding ground state. During ground state, its electron configuration is at default whereas, during the excited state, it will jump into a high orbital
By using the periodic table we can determine the electron configuration for the ground state for any atom of any element. So just compare this electron configuration to the electron configuration of the same atom to see if the atom is in its ground state.
