A comma is used when they are in the same phase (e.g. aqueous for ions) and | is used to separate those in different states such as: Ni(s)|Ni^2+(aq)

You use a comma for substances that are in the same phase and you use | for substances that are in different phases.

commas are used to notify the audience that the half reaction are the same phases. | are used to indicate change in phases or an inert metal acting as a neutral electrode.

The comma is for something in the same phase, such as two aqueous. The | is used to separate substances in different phases.
